Moves and resizes all of the panel's children as determined by place-children.

• (send a-mred:panel redraw w h) -> void
      w : integer
      h : integer

  The size of the client area of the panel is specified in w and h. The current list of children in children is used with the results of place-children and passed on to panel-redraw.
