Called when the window is resized. The new size is paseed to the method. (The size values are for the entire window, not just the client area.)

• (send a-mred:simple-menu-frame on-size w h) -> void
      w : int
      h : int

  If the frame size has been set to smaller than the minimum required to show the frame's panel, then the frame is immediately resized (via set-size) to a larger size.

  Adjusts the canvas positions and sizes.
