Makes a menu bar with no menus.

  Makes a menu bar with (make-object (get-menu-bar%))

  The menu bar is not installed into the frame; this will be done by the method's caller.

  Adds a ``Hyper'' menu to the mred:standard-menus-frame% menu-bar.
