nUnder ITAR, all exports of crypto required a license
nIf you were exporting “weak crypto” you could get a license.
n“Strong crypto” couldn’t be exported at all.
n“Crypto with a hole” couldn’t be exported either.
nThe distinction between “weak” and “strong” was generally based on bit-length of the secret key or public key modulus
