This is a model called Chubby. Chubby is composed of a hierarchy starting from the torso and extending to the legs, arms, head and eyes. Chubby is able to move his eyes around as well as walk in a simple animation. He also has three different moods which are Happy, Sad and Angry. Activating a mood turns off the animation though.
