“Will” and “Shall”

• Some government groups write requirements with specified meanings for “will” and “shall” and “may” and such

  • “shall” is a requirement
  • “may” is an optional requirement
  • “will” describes something not under control of the system

• Not always too clear

  • Related to mood mixing
