UW has a makerspace at Fluke hall open to all students with 7 3D printers, milling machines, laser cutters, kinect with 3D scanning software, electronic fabrication stuffs, and tons of other tools.
Drop-in use is 12:30-8:30pm M-F
Pay for the plastic by weight or bring your own filament/plywood (for laser cutter)
ME lab also has a bunch of printers, but they're usually very busy. Makerspace is much more free and always has a staff to help throughout the drop-in hours
