#1 and #2 desire bus and assert RQST/ and contend
#15 desires bus but cannot contend because RQST/ is asserted
#2 removes RQST/ and takes its ID off ARB lines
#1 releases RQST/ as it initiates transaction
because RQST/ is unasserted, #15 may assert it and contend
