I took this photograph for my CSE 131 project two years ago. To get this cool effect, I had my camera on a tripod set for long exposure (~30s), and I had ignited steel wool tied to a rope, and swung it around. For the impressionist image, I took the original and used a line brush on it with movement control to change the angle. I then used the Gaussian bilateral filter, and to add a little more of a controlled blur, I used the circle brush with a low opacity to blur the outer areas.
