This artifact used color manipulation (namely, independent scaling of color channels) and auto-paint (for scattered points). The original image is a screenshot from Impressionist, which was manipulated using Impressionist to make it appear as though Impressionist is undoing the "impressionization" of the original image. An interesting extra-credit project, perhaps...
