Returns a menu id beyond the last manual menu id used so far. This id can be used to add more menus (with manual menu ids) to the menu bar without conflicting with other (manually-added) menu ids. Manual menu ids must be positive but less than mred:max-manual-menu-id. (This is a constant: 1000.)
