set-dragable

Enables/disbales user dragging of snips in the pasteboard.

• (send a-wx:media-pasteboard set-dragable dragable?) -> void
      dragable? : boolean

  If dragable? is #f, dragging is disabled; otherwise, dragging is enabled.
