scroll-to

Called (indirectly) by snips within the buffer: it causes the buffer to be scrolled so that a given location range within a given snip is visible. If the buffer is scrolled, #t is returned, otherwise #f is returned.

      snip : wx:snip% object
      localx : inexact real
      localy : inexact real
      width : inexact real
      height : inexact real
      refresh : boolean
      bias = 0 : small integer

  The localx, localy, width, and height arguments specify the area that needs to be viisble in snip's coordinate system.
