Creates and returns a new instance of wx:image-snip% for insert-image.

• (send a-wx:media-buffer on-new-image-snip filename type relative-path? inline?) -> wx:image-snip% object

      type : small integer
      relative-path? : boolean
      inline? : boolean

  Returns (make-object wx:image-snip% filename type reltaive-path? inline?).
