When creating the boggle board from scratch if the resource file was not found, should we just randomly assighn letters to each position? Or should we take into account that there are certain cubes with certain letters on them. (Obtaining letters by randomizing the order of the cubes and which side shows) Or is this decision up to us?

For example, on the Boggle cubes there isn't an even distribution of letters, so each letter is not equally likely to appear.
